MINUTES

Representative Anderson, Chair of the State Government Finance Committee, called the meeting to order at 1:04 PM, February 15, 2017 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Kunesh-Podein moved that the minutes from the committee meeting on February 14, 2017 be approved. THE MOTION PREVAILED.

The following gave a review of the State Auditor’s Office:
Rebecca Otto, State Auditor
Mathew Lindeman, Director of Budget, Finance and Technology
Ramona Advani, General Counsel for the Minnesota State Auditor

HF 807 (Marquart) - Becker and Wright Counties; litigation cost reimbursement for defending constitutionality of the 2015 county audit law funding provided, and money appropriated.

The bill was heard on an informational basis. Representative Marquart introduced his bill.
Testifying before the committee on HF 807 were the following:

Representative Anderson moved that HF 295 and HF 458 come before the committee and be laid over for possible inclusion in the omnibus State Government Finance bill.

HF 458 (Lucero) - Wright, Becker, and Ramsey Counties; state auditor required to reimburse legal costs, and use of appropriations for litigation expenses regulated.

Representative Anderson renewed her motion for HF 458 to be laid over for possible inclusion in the omnibus State Government Finance bill.

HF 295 (Nash) - State auditor appropriation use for litigation expenses regulated, and schedule of charges for calendar year 2017 regulated.

Testifying before the committee on HF 295 were the following:

Representative Anderson renewed her motion for HF 295 to be laid over for possible inclusion in the omnibus State Government Finance bill.

Representative Anderson moved that HF 400 come before the committee and be re-referred to the committee on Ways and Means.

HF 400 (Kresha) - Vendor required to not engage in discrimination against Israel.

Representative Anderson moved the HO400A2 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Anderson renewed her motion that HF400, as amended, to be re-referred to the committee on Ways and Means. Representative Pugh requested a roll call. The results are as follows:
