MINUTES
Representative Drazkowski, Chair of the Property Tax and Local Government Finance Committee, officially called the meeting to order at 10:02AM on February 27th, 2017, in Room 5 of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative Carlson moved the minutes of February 22nd, 2017 be approved. THE MINUTES WERE APPROVED.
HF767 (Mariani) Homestead classification applications allowed to use federal taxpayer identification numbers in lieu of Social Security numbers.
Representative Nelson moved that HF767 be laid over.
Testifying on HF767 was Stephen Baker, Ramsey County Assessor.
Representative Nelson renewed his motion that HF767 be laid over.
HF818 (Petersburg) Electric generation facility exempted.
Representative Neu moved that HF818 be laid over.
Representative Neu moved the H0818A1 amendment. THE AMENDMENT WAS ADOPTED.
Testifying on HF818 was John Winter, Southern Minnesota Municipal Power Agency and Mark Fritsch, Owatonna Public Utilities.
Representative Neu renewed her motion that HF818, as amended be laid over.
HF910 (Hilstrom) Disabled veterans homestead created maximum exclusion amount extended to veterans with a 100 percent temporary disability rating, and maximum excluded amount increased to $400,000.
Representative Youakim moved that HF910 be laid over.
Representative Youakim moved the H0910A2 amendment. THE AMENDMENT WAS ADOPTED.
Testifying on HF910 was Tom May, Minnesota Association of Assessing Officers, Keith Carlson, Minnesota Inter-County Association, Matt Hilgart, Association of Minnesota Counties and Tom Dimond, DFL Veterans Caucus.

HF938 (Sundin) Carlton County; tax for recreation purposes authorized.
Representative Lien moved that HF938 be laid over.
Testifying on HF938 was Gary Peterson, Carlton County Commissioner.

HF958 (Sundin) Cloquet Area fire and Ambulance Taxing District modified.
Representative Rarick moved that HF958 be laid over.
Testifying on HF958 was Kevin Schroeder, Cloquet Area Fire Chief.

HF1085 (Lueck) Additional assessor accreditation requirement repealed.
Representative Barr moved that HF1085 be laid over.
Testifying on HF1085 was Tom Johnson, Nobles County Administrator, Tom May, Minnesota Association of Assessing Officers, Paul Cumings, Minnesota Department of Revenue, Jon Klockziem, Minnesota Department of Revenue and Kent Sulem, Minnesota Association of Townships.
Representative Hertaus assumed the gavel at 11:10AM.
Representative Barr renewed her motion that HF1085 be laid over.
HF36 (Garafalo) Storage condominiums; non-commercial property tax classification established.
Representative Whelan moved that HF36 be laid over.
Testifying on HF36 was Patrick Hynes, on behalf of Community Associations Institute-Minnesota Chapter.
Representative Whelan renewed her motion that HF36 be laid over.
HF1178 (Paul Anderson) Workforce housing projects authorized.
Representative Anderson moved that HF1178 be laid over.
Testifying on HF1178 was Heather Corcoran, League of Minnesota Cities and Michael Brethorst, City Administrator for the City of Melrose.
Representative Anderson renewed his motion that HF1178 be laid over.
HF200 (Lien) Agricultural land study on valuation based on production value provided, report required, and money appropriated.
Representative Lien moved that HF200 be laid over.
Testifying on HF200 was Thom Peterson, Minnesota Farmer’s Union, Cole Rupprecht, Minnesota Farm Bureau Federation, Tom May, Minnesota Association of Assessing Officers and Paul Cummings, Minnesota Department of Revenue.
Representative Lien renewed his motion that HF200 be laid over.
HF465 (Drazkowski) Rail project expenditures and other powers restricted, and project insurance required.
Representative Drazkowski moved that HF465 be laid over.
Representative Drazkowski moved the H0465A2 amendment. THE AMENDMENT WAS APPROVED.
