MINUTES

Representative Torkelson, Chair of the Transportation Finance Committee, began the fourteenth meeting at 1:00 P.M. on Tuesday, February 21st, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Torkelson began the meeting at 1:00 P.M. A quorum was not present.

Representative Torkelson officially called the meeting to order at 1:01 P.M. A quorum was present.

Representative Johnson moved to approve the minutes of February 16th, 2017. THE MOTION PREVAILED.

HF326 (Jeff Howe) Paynesville; Trunk Highway 23 segment dedicated as Medal of Honor recipient Kenneth L. Olson Highway.

Representative Torkelson moved HF326 be re-referred to the committee on Ways and Means.

Representative Howe presented his bill.

Representative Torkelson renewed his motion that HF326 be re-referred to the committee on Ways and Means. THE MOTION PREVAILED.

HF231 (Lucero ) Corridors of commerce program funding provided, and money appropriated.

Representative Torkelson moved HF231 be re-referred to the committee on Ways and Means.

Representative Lucero presented his bill.
Steve Bot, Chair of I-94 Corridor Coalition, testified on the bill.

Kevin Kasel, Mayor of St. Michael, testified on the bill.

Representative Torkelson renewed his motion that HF231 be re-referred to the committee on Ways and Means. THE MOTION PREVAILED.

HF479 (Chris Swedzinski) Motor vehicle purchases by local governments exemption expanded.

Representative Torkelson moved HF479 to be re-referred to the committee on Taxes.

Representative Torkelson moved the H0479A1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Swedzinski presented his bill.

Gary Carlson, Lobbyist with League of Minnesota Cities testified on the bill.

Ben Martig, City Administrator, City of Northfield, testified on the bill.

Mark Maloney, Public Works Director, City of Shoreview, testified on the bill.

Keith Carlson, Executive Director, Minnesota Inter-County Association, testified on the bill.

Representative Torkelson renewed his motion that HF479, as amended, be re-referred to the committee on Taxes. THE MOTION PREVAILED.

HF460 (Chris Swedzinski) Rental motor vehicles tax dedicated to the corridors of commerce program.

Representative Torkelson moved HF460 to be re-referred to the committee on Taxes.

Representative Torkelson moved the H0460A1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Swedzinski presented his bill.

Representative Torkelson renewed his motion that HF460, as amended, be re-referred to the committee on Taxes. THE MOTION PREVAILED.

HF502 (Dale Lueck) Motor vehicle tire sales tax revenue allocated to the highway user tax distribution fund.

Representative Torkelson moved HF502 to be re-referred to the committee on Taxes.

Representative Torkelson moved the A17-0025 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Lueck presented his bill.

Bentley Graves, Minnesota Chamber of Commerce testified on the bill.

Abbey Byduck, Association on General Contractors, testified on the bill.

Representative Torkelson renewed his motion that HF502, as amended, be re-referred to the committee on Taxes. THE MOTION PREVAILED.

HF638 (Jeff Howe) Motor vehicle part sale revenue allocated to the highway user tax distribution fund.

Representative Torkelson moved HF638 to be re-referred to the committee on Taxes.

Representative Howe moved the A17-0048 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Howe presented his bill.

Representative Torkelson renewed his motion that HF638, as amended, be re-referred to the committee on Taxes. THE MOTION PREVAILED.

HF901 (Jon Koznick) Motor vehicle lease sales tax revenue allocation modified.

Representative Koznick moved HF901 be re-referred to the committee on Taxes.

Representative Koznick presented his bill.

Keith Carlson, Excutive Director of Minnesota Inter Counties Association testified on the bill.

Sherry Munyon, Minnesota Public Transit Association testified on the bill.

Representative Koznick renewed his motion that HF901 be re-referred to the committee on Taxes. THE MOTION PREVAILED.

HF963 (Steve Green) Transportation department purchase exemption provided for road construction projects.

Representative Torkelson moved HF963 be re-referred to the committee on Taxes.

Representative Green presented his bill.

Representative Torkelson renewed his motion that HF963 be re-referred to the committee on Taxes. THE MOTION PREVAILED.

The meeting was adjourned at 2:31 P.M.
