Representative Torkelson, Chair of the Transportation Finance Committee, began the twenty-third meeting at 1:05 P.M. on Monday, March 20th, 2017, in the Basement Hearing Room of the State Office Building.

Representative Torkelson officially called the meeting to order at 1:06 P.M. A quorum was present.
Representative Johnson moved to approve the minutes of March 14th, 2017 and March 16th, 2017. THE MOTION PREVAILED.
HF380 (Urdahl) Traffic violations around school bus fines increased.
Representative Torkelson moved HF380 be re-referred to the committee on Ways and Means.
Representative Urdahl introduced the bill.
Tom Keliher, Minnesota School Bus Operators Association, testified on the bill.
Representative Torkelson renewed his motion that HF380 be re-referred to the committee on Ways and Means. THE MOTION PREVAILED.
HF1518 (West) Secure electronic storage of records permitted.
Representative Torkelson moved HF1518 be sent to the General Register.
Representative West introduced the bill.
Jim Hirst, Minnesota Deputy Registrars Association, testified on the bill.
Representative Torkelson renewed his motion that HF1518 be sent to the General Register. THE MOTION PREVAILED.
HF1480 (Runbeck) Transit finance and project reporting requirements amended, fare increase required, light rail transit line construction agreements prohibited, and technical changes made.
Representative Runbeck moved HF1480 be re-referred to the committee on Ways and Means.
Representative Runbeck introduced the bill.
Nick Thompson, Metropolitan Council, testified on the bill.
Representative Nelson moved the H1480A6 amendment. THE AMENDMENT WAS NOT ADOPTED.
Representative Runbeck renewed the motion that HF1480 be re-referred to the committee on Ways and Means. THE MOTION PREVAILED.
