MINUTES

Representative Runbeck, Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 1:00 P.M. on February 27th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Runbeck called the meeting to order at 1:03 P.M. A quorum was present.

Representative Hertaus moved the minutes of February 22nd, 2017. THE MOTION PREVAILED.

HF1496 (West) Blaine; Trunk Highway 65 intersection improvement study required, and money appropriated.

Representative West moved that HF1496 be re-referred to the Committee on Transportation Finance.

Representative West moved the H1496A1 Amendment. THE MOTION PREVAILED.

Representative West presented HF1496.
Doug Fischer, Anoka County Engineer, testified in support of HF1496.
Tom Ryan, Mayor, Blaine, testified in support of HF1496.

Representative Bernardy moved to orally amend HF1496: Page 1, line 4 delete “marked U.S.” and insert “Anoka County”. THE MOTION PREVAILED THE LANGUAGE WAS INCORPORTED.

Representative West renewed the motion that HF1496 as amended be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

HF122 (Nash) Motorcycle provisions governing registration, fees, and insurance modified; and money appropriated.

Chair Runbeck moved that HF122 be re-referred to the Committee on Transportation Finance.

Chair Runbeck moved the H0122A1 Amendment. THE MOTION PREVAILED.

Representative Jim Nash presented HF122.
Todd Riba, American Bikers for Awareness, Training, and Education, testified in support of HF122.

Chair Runbeck renewed the motion that HF122 as amended be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

HF380 (Urdahl) Traffic violations around school bus fines increased, and violator required to attend driver improvement clinic.

Chair Runbeck moved that HF380 be re-referred to the Committee on Public Safety and Security Policy and Finance.

Chair Runbeck moved to orally amend HF380: Page 2, line 1 delete “The amendment to paragraph (a), Clause (1),” and insert “this section”. THE MOTION PREVAILED THE LANGUAGE WAS INCORPORATED.

Chair Runbeck moved to orally amend HF380: Page 2, line 2, delete everything after the period
Page 2, delete lines 3 to 4. THE MOTION PREVAILED THE LANGUAGE WAS INCORPORATED.

Representative Urdahl presented HF380.
Tom Keliher, Minnesota School Bus Operators Association, testified in support of HF380.

Chair Runbeck renewed the motion that HF380 as amended be re-referred to the Committee on Public Safety and Security Policy and Finance. THE MOTION PREVAILED.

HF1244 (Petersburg) Appeal process for denial or revocation of driveway permit provided.

Representative Petersburg moved that HF1244 be re-referred to the Committee on Civil Law and Data Practices.

Representative Petersburg presented HF1244.
Peter Coyle, Larkin Hoffman, Casey’ General Store Inc., testified in support of HF1244.

Representative Petersburg renewed the motion that HF1244 be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

At 1:51 P.M. Representative Koznick assumed the gavel.

HF1315 (Runbeck) Special tax district creation to capture incremental property taxes to finance operating costs of light rail and bus rapid transit lines provided.

Chair Runbeck moved that HF1315 be re-referred to the Committee on Transportation Finance.

Bentley Graves, Minnesota Chamber of Commerce, testified in support of HF1315.
Patricia Nauman, Metro Cities, testified in opposition of HF1315.

Chair Runbeck renewed the motion that HF1315 be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

At 2:25 Chair Runbeck assumed the gavel.

HF1155 (Bernardy) Transportation commissioner required to develop a performance, stewardship, and sustainability plan for the trunk highway system.

Representative Bernardy moved that HF1155 be re-referred to the Committee on Transportation Finance.

Representative Bernardy moved the A17-0089 Amendment. THE MOTION PREVAILED.

Representative Bernardy presented HF1155.
Mark Gieseke, Director, Minnesota Department of Transportation Office of Transportation Systems Management, testified in opposition to HF1155.

Representative Bernarndy renewed the motion that HF1155 as amended be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

HF628 (Bahr) Metropolitan Land Planning Act; consideration of reasonableness of system statements allowed.

Representative Bahr moved that HF628 be laid over for possible inclusion in an omnibus bill.

Representative Bahr presented HF628.
Lisa Barajas, Manager of Local Planning Assistance, Metropolitan Council, testified in opposition to HF628.

Representative Bahr renewed his motion that HF628 be laid over for possible inclusion in an omnibus bill.
