MINUTES
Representative Koznick, Vice Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 1:00 P.M. on March 15th, 2017, in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Vice Chair Koznick called the meeting to order at 1:01 P.M. A quorum was present.
Representative Carlson moved the minutes from March 8th. THE MOTION PREVAILED.
HF678 (Quam) Law enforcement memorial special license plates established.
Representative Koznick moved that HF678 be re-referred to the Committee on Transportation Finance.
Representative Koznick moved the H0678A-1 Amendment. THE MOTION PREVAILED.
Representative Quam presented HF678.
Roger Berge, citizen testified in support of HF678.
Scott Rose, Dodge County Sherriff, testified in support of HF678.
Michelle Patrick, citizen, testified in support of HF678.
Dave Holmquist, Sheriff Deputy Kandiyohi County, testified in support of HF678.

Representative Koznick renewed his motion that HF678 as amended be re-referred to the Committee on Transpiration Finance. THE MOTION PREVAILED.
HF1539- (Drazkowski) - Deputy Registrars authorized to issue duplicate certificates of title for motor vehicles.
Representative Koznick moved that HF1539 be re-referred to the Committee on Transportation Finance.
Representative Drazkowski presented HF1539.
Cindy Geis, Scott County Auditor, Minnesota Association of County Officers, testified in support of HF1539.
Thomas Henderson, Department of Public Safety, Department of Driver Safety, testified in opposition of HF1539.
Representative Koznick renewed his motion that HF1539 re-referred to the Committee on Transportation Finance. THE MOTION PREVAIL.
