Representative Knoblach, Chair of the Ways & Means Committee, called the meeting to order at 10:17AM on Monday, January 23, in the Room 200 of the State Office Building. A quorum was present.

Representative Knoblach called the meeting to order at 10:17 AM. A quorum was present.
Representative Carlson moved that the minutes of January 11, 2017 be approved
THE MOTION PREVAILED
Representative Knoblach moved HF3 be sent to the General Register.
HF3 (Smith) REAL ID ACT implementation authorized, driver’s license and Minnesota identification card requirements amended, imposition of fees amended, legislative reporting required and money appropriated.
Representative Smith presented HF3
Representative Knoblach moved the A10 amendment be adopted

Dawn Olson, Director of Driver and Vehicle testified to the fiscal note
Matt Flanders, Citizens Council for Health Reform testified in opposition to HF3
Bentley Graves, Director, Health & Transportation Policy, MN Chamber of Commerce testified in support of HF3
Twila Brase, President, Citizens Council for Health Reform testified in opposition to HF3
Representative Knoblach renewed his motion to move HF3 to the General Register. THE MOTION PREVAILED
Representative Knoblach moved HF235 be sent to the General Register
HF235 (O’Neill) renewable development account renamed and repurposed, solar energy incentives terminated, and money appropriated.
Representative Knoblach moved HF 235 be referred to the General Register
Representative Knoblach moved the A4 amendment be adopted
Representative O’Neill explained the amendment
