Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 10:03 AM on Monday, March 4, 2019 in Room 5 of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative Erickson noted a technical correction on the minutes for Friday, March 1, 2019.
Representative Huot moved to approve the minutes, with technical corrections, for the Friday, March 1, 2019 meeting. THE MOTION PREVAILED.
HF 1116 (Lee) – Licensure requirement provisions technical changes made.
Representative Youakim moved that HF1116 be laid over for possible inclusion in an omnibus bill.
Representative Lee introduced HF1116.
Kimberly Antonsen, ECFE—Kick Start Program, testified in support of HF1116.
Heather Turngren, Minneapolis Public Schools, testified in support of HF1116.
Denise Dittrich, Minnesota School Boards Association, shared concerns about HF1116.
Gary Amoroso, Minnesota Association of School Administrators, shared concerns about HF1116.
Meg Luger Nikolai, Education Minnesota, clarified a question about HF1116.
Representative Youakim renewed the motion that HF1116 be laid over for possible inclusion in an omnibus bill. THE BILL WAS LAID OVER.
Representative Kunesh-Podein, Vice-Chair of the Committee, assumed the gavel at 10:40 AM.
HF1559 (Youakim) – Paraprofessionals paid orientation required, paraprofessional training funding provided, and money appropriated.
Representative Youakim moved that HF1559 be referred to the Ways and Means Committee.
Representative Youakim introduced HF1559.
Sieara Washington, North View Middle School, testified in support of HF1559.
Michelle Dennard, Osseo Public Schools, testified in support of HF1559.
Maleenia Mohabir, Parent of a child with disabilities/PACER, testified in support of HF1559.
Representative Youakim renewed the motion that HF1559 be referred to the Ways and Means Committee. THE MOTION PREVAILED.
HF1415 (Youakim) – Teacher licensure and board composition technical changes made.
Representative Youakim moved that HF1415 be referred to the Government Operations Committee.
Representative Youakim moved the H1415A2 author’s amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Youakim introduced HF1415 as amended.
Alex Liuzzi, Michelle Hersh Vaught, and Jim Miklausich, PELSB, testified in support of HF1415.
Representative Erickson moved that the title of HF1415 be amended upon referral to the Government Operations Committee.
Representative Kunesh-Podein renewed the motion that HF1415, as amended, be referred to the Government Operations Committee and to amend the title accordingly. THE MOTION PREVAILED.
Representative Youakim reassumed the gavel at 11:37 AM.
HF1329 (Kunesh-Podein) – Teacher licensure requirements modified.
Representative Youakim moved that HF1329 be laid over for possible inclusion in an omnibus bill.
