Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 9:50 AM on Thursday, March 14, 2019 in Room 5 of the State Office Building. A quorum was present at 9:54 AM.
The Committee Legislative Assistant noted the roll.

HF1838 (Sandell) – School administrator licensure fee modified, special revenue fund administrator licensure account created, and money appropriated.
Representative Youakim moved to refer HF1838 to the Ways and Means Committee.
Representative Sandell introduced HF1838.
Dr. Tony Kinkel, Executive Director, Minnesota Board of School Administrators, testified in support of HF1838.
Representative Youakim renewed the motion to refer HF1838 to the Ways and Means Committee. THE MOTION PREVAILED.
HF1111 (Hassan) – Postsecondary education enrollment options eligibility clarified.
Representative Youakim moved to refer HF1111 to the General Register. THE MOTION PREVAILED.
HF761 (Erickson) – Pupil transportation for certain homeless students authority assigned, and money appropriated.
Representative Youakim moved to refer HF761 to the General Register. THE MOTION PREVAILED.
Representative Kunesh-Podein moved to approve the minutes for the Wednesday, March 13, 2019 meeting. THE MOTION PREVAILED.
Representative Urdahl moved amendment H1711A37 to amend the H1711DE1 amendment.
Representative Urdahl moved to divide the H1711A37 amendment at line 7.31 and 8.1 and to take up the second half.
Gary Amoroso, Minnesota Association of School Administrators, testified in opposition to the H1711A37 amendment.
Representative Urdahl requested a division on the second half of the H1711A37 amendment. By a vote of 5 AYES and 4 NAYS, THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Urdahl withdrew the first half of the H1711A37 amendment.
Representative Urdahl withdrew the H1711A17 amendment.
Representative Urdahl moved amendment H1711A10 to amend the H1711DE1 amendment. THE MOTION DID NOT PREVAIL.
Representative Urdahl moved amendment H1711A11 to amend the H1711DE1 amendment. THE MOTION DID NOT PREVAIL.
Representative Gruenhagen moved amendment H1711A13 to amend the H1711DE1 amendment and requested a roll call vote. The results were as follows:

Representative Bierman moved amendment H1711A22 to amend the H1711DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Erickson withdrew the H1711A35 amendment.
Representative Youakim moved to refer HF1711, as amended, to the Ways and Means Committee, and to amend the title accordingly and make necessary technical and conforming changes. THE MOTION PREVAILED.
