MINUTES

Representative Paul Marquart, Chair of the Committee, called the meeting to order at 8:00 A.M. on, Tuesday, February 26, 2019, in Room 5 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Chair Marquart officially called the meeting to order at 8:02 A.M. A quorum was present.

Representative Lislegard moved that the minutes of February 21, 2019 be adopted. THE MOTION PREVAILED.

On February 22, 2019, Chair Marquart referred the following bills to the Property and Local Tax Division.


HF 392 (Anderson) Sauk Centre; local sales and use tax authorized
HF 1411 (Baker) Agricultural land definition modified to include hydroponic production.
HF 1426 (Cantrell) Senior citizens' property tax deferral program expanded to terminally ill homeowners.
HF 1427 (Baker) Willmar authorized to impose local sale and use tax and excise tax for projects
HF 1430 (Torkelson) Agricultural riparian buffer credit established, and money appropriated.
HF 1434 (Vang) Local government aid; city aid appropriation increased.
HF 1436 (Murphy) Providing 2017 city aid penalty forgiveness to the city of Flensburg.
HF 1456 (Sundin) Scanlon authorized to impose local option sales and use tax.
HF 1458 (Sandstede) Local government aid; city aid formula sparsity factor modified
HF 1467 (Davids) Property tax refund income definition modified.
HF 1468 (Davids) State agricultural society outstanding debt allowed maximum increased, and state fair purposes debt issuance authority sunset repealed.
HF 1483 (Nelson) Cambridge authorized to impose local sales and use tax for specified projects.
HF 1485 (Hamilton) Worthington authorized to impose local sales and use tax and excise tax for specified projects.
HF 1498 (Anderson) Glenwood authorized to impose local sales and use tax for specified projects.
HF 1528 (Ecklund) Local government aid; acquired natural resources land reappraisal timeline modified, and counties held harmless for land valuation reductions.
HF 1550 (Becker-Finn) Extending the amount of time the city of Roseville may expend increment captured within the hazardous substance subdistrict.

HF 1356 (O’Neil) Providing a construction exemption for a fire station in the city of Monticello

Representative Erickson moved that HF 1356 be laid over for possible inclusion in the omnibus bill.

Representative Erickson rescinded her motion.

Representative O’Neill moved HF 1356 be laid over for possible inclusion in the omnibus bill.

Representative Schultz moved HF 1357 be laid over for possible inclusion in the omnibus bill.

Representative Lien moved HF 1073 be laid over for possible inclusion in the omnibus bill.

Representative Davnie presented the bill.
