MINUTES
Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 11:33 A.M. on Thursday April 11, 2019, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of April 10, 2019 be adopted. THE MOTION PREVAILED.
Representative Carlson announced that HF2611 (Pelowski) Disaster Assistance Contingency bill, HF2705 (Lesch) Omnibus Judiciary Finance bill, and HF2792 (Mariani) Omnibus Public Safety Finance bill would be combined to better align with the Senate moving into conference committee. He explained that individual bills would be heard and amended and then temporarily laid over until a procedural motion would be made to combine them into one.
HF2544 (Bernardy) Omnibus Higher Education Bill
Representative Bernardy moved adoption of Higher Education Finance Division Report on HF2544. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Bernardy moved that HF2544, as amended, be recommended to be placed on the General Register.
Representative Bernardy presented HF2544 and responded to questions.
Ken Savary, House Fiscal Analyst, responded to questions on HF2544.
Brian Bernett, Senior Vice President for Finance and Operations, University of Minnesota, answered questions.
Laura King, Vice Chancellor of Finance, Minnesota State Colleges and Universities, answered questions.
Representative Bernardy renewed the motion that HF2544, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF2611 (Pelowski) Disaster Assistance Contingency Account bill
Representative Pelowski moved adoption of the Greater Minnesota Jobs and Economic Development Finance Division Report for HF2611. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Pelowski moved that HF2611 be recommended to be placed on the General Register.
Representative Pelowski moved the H2611A1 author’s amendment and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Pelowski presented HF2611 as amended and answered questions.

HF2705 (Lesch) Omnibus Judiciary Finance bill
Representative Noor moved adoption of the Judiciary Finance and Civil Law Division Report for HF2705. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Noor moved that HF2705, as amended, be recommended to be placed on the General Register.
Representative Lesch presented HF2705 and answered questions.

Representative Mariani moved adoption of the Public Safety and Criminal Justice Reform Finance Division Report for HF2792.

Representative Mariani moved that HF2792, as amended, be recommended to be referred to the General Register.
Representative Mariani moved the H2792A60 amendment.
Representative Marinani moved to incorporate a technical oral amendment to the H2792A60 amendment as follows:
Page 2, line 6, before “$19,000” insert “reduced by” and before “$131,000” insert
“increased by”.
THE MOTION PREVAILED. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.
Representative Mariani moved and explained the H2792A58 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Mariani presented HF2792 as amended and answered questions.
Paul Schnell, Commissioner, Minnesota Department of Corrections, answered questions on HF2792.
Seeing no further discussion, Representative Carlson accepted motions to combine bills into HF2792.
Representative Marini moved that the language contained in HF2792, as amended, be included as separate articles in the Omnibus Public Safety and Judiciary Finance Bill.

Representative Noor moved to amend HF2792, incorporating HF2705, as amended, as separate articles. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Mariani renewed the motion that HF2792, as amended, be recommended to be placed on the General Register and that staff be directed to make technical changes and amend the title. THE MOTION PREVAILED.
HF1543 (Dehn) Background study set aside criteria modified
Representative Olson moved that HF1543, First Engrossment, be recommended to be placed on the General Register.
Representative Olson moved the H1543A3 amendment on behalf of the author.
Representative Dehn explained the amendment.
Representative Carlson renewed the motion on the H1543A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Olson renewed the motion that HF1543, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

The following Ways and Means Committee Bill was referred by memo Wednesday, April 10, 2019:
To the Division on Capital Investment Finance:
HF2829 (Koegel) Relating to capital investment; appropriating money for construction of a third mainline railroad track in Anoka County; authorizing the sale and issuance of state bonds.
HF2830 (Xiong, J.) Relating to capital investment; appropriating money for an affordable housing project.
