Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 12:37 P.M. on, Tuesday, April 9, 2019, in Room 200 of the State Office Building.

Representative Olson moved that the minutes of April 8, 2019 be adopted. THE MOTION PREVAILED.
HF5 (Halverson) Paid family, pregnancy, bonding, and applicant’s serious medical condition benefits provided; employment leaves regulated and required; data classified; rulemaking authorized; and money appropriated.
Representative Liebling moved adoption of the Health and Human Services Finance Division Report on HF5. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Liebling moved that HF5, as amended, be recommended to be referred to the Tax Committee.
Representative Liebling moved the H0005A14 amendment to amend HF5, Second Division Engrossment on behalf of the author.
Representative Halverson presented the amendment and responded to questions.
Ben Weeks, House Research, answered questions on the H0005A14 amendment. Bill Marx, Chief Fiscal Analyst, and Debra Fitzpatrick, co-director of the Center on Women, Gender and Public Policy at the Humphrey School of Public Affairs, responded to questions about the fiscal note.
Representative Carlson renewed the motion on the H0005A14 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED
Representative Carlson moved the H0005A15 amendment to amend HF5, Second Division Engrossment.
Representative Halverson presented the amendment and responded to questions.
