MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 10:03 A.M. on Monday May 13, 2019, in the Basement of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of May 1, 2019 be adopted. THE MOTION PREVAILED.

HF2604 (Liebling) Legislatively mandated reports production cost report required

Representative Liebling moved adoption of the Health and Human Services Finance Division Report for HF2604. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Liebling moved that HF2604 be recommended to be placed on the General Register.

Representative Liebling presented HF2604.

Representative Libeling renewed the motion that HF2604 be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF40 (Dehn) Civil right to vote of an individual restored upon release from incarceration or upon sentencing I no incarceration is imposed.

Representative Olson moved adoption of the Public Safety and Criminal Justice Reform Finance and Policy Division Report for HF40. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Olson moved that HF40, the First Engrossment, be recommended to be placed on the General Register.

Representative Dehn presented the bill and answered questions.

Representative Olson renewed the motion that HF40, the First Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF2311 (Sundin) Workers Compensation Advisory Council recommendations adopted.

Representative Olson moved adoption of the Jobs and Economic Development Finance Division Report for HF2311. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Olson moved that HF2311, as amended, be recommended to be placed on the General Register.

Representative Olson moved the H2311A19-0552 amendment on behalf of the author. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sundin presented the bill and answered questions.

Nancy Leppink, Commissioner, and Jessica Stimac, General Council, Department of Labor and Industry, answered member questions.

Representative Olson renewed the motion that HF2311, as amended, be recommended to be placed on the General Register.


HF359 (Becker-Finn) Flame retardant chemical use prohibited in certain products.

Representative Hansen moved adoption of the Environment and Natural Resources Finance Division Report for HF359. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Hansen moved that HF359, as amended, be recommended to be placed on the General Register.

Representative Hansen moved the H0359DE8 amendment on behalf of the author.

Representative Becker-Finn explained the H0359DE8 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Becker-Finn presented the bill as amended and answered questions.

Representative Hansen renewed the motion that HF359, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF341 (Mariani) Criminal sexual conduct crimes provisions modifications.

Representative Mariani moved adoption of the Public Safety Criminal Justice Reform Finance and Policy Division Report for HF341. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Mariani moved that HF341, as amended, be recommended to be placed on the General Register.

Representative Mariani moved the H0341A19-0269 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mariani presented the bill as amended and answered questions.

Representative Mariani renewed the motion that HF341, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


Chair Carlson announced that the meeting would recess with the possibility of reconvening in the evening.

Chair Carlson referred members to the attached memos regarding bill referrals.

To the Division on Health and Human Services Finance:
SF445 (Tabke) Security screening systems added to ionizing radiation-producing equipment, and money appropriated.
SF973 (Mann) University of Minnesota Board of Regents requested to establish advisory council on rare diseases, and money appropriated.

To the Division on Housing Finance and Policy:
HF2869 (Howard) Appropriating money for a grant to an organization to preserve naturally occurring affordable housing.
HF2871 (Gomez) Appropriating money for a grant to the Little Earth of United Tribes Housing Corporation.

To the Division on State Government Finance:
HF2796 (Lillie) Ratifying a labor agreement and a compensation plan.

HF2876 (Runbeck) Requiring video cameras to record light rail transit vehicle operators; requiring a report on light rail transit safety features.
