WAYS AND MEANS COMMITTEE
MINUTES
Representative Lyndon Carlson, Chair of the Committee, called the informational meeting to order at 9:00 A.M. on Friday, October 4, 2019, at the Winona City Hall Council Chambers. A quorum was present.
The Committee Legislative Assistant noted the roll.

Members and local elected officials introduced themselves.
Bill Marx, Chief House Fiscal Analyst, presented an overview of the State Budget and answered questions.
Mark Peterson, Mayor of Winona, and Lucy McMartin, Community Development Specialist, spoke about economic and housing development.
Dr. Ruth Charles, Winona State University, and Brian Voerding, Executive Director of Engage Winona, spoke about the Winona ACES Initiaive.
Jennifer Chernega, Vice President of the Inter Faculty Organization at Winona State University, spoke about higher education funding.
Annette Freihart, Superintendent of Winona Area Public Schools, and Nancy Denzer, Chair of the Winona Area School Board, spoke about K-12 education funding.
Linda Pfeilsticker, Teacher at Winona Area Public Schools, spoke about mental health in schools.
Marie Kovecsi, Winona County Commissioner, spoke about community housing gaps.
Karin Sonneman, Winona County Attorney, spoke about community development in Winona.
Members asked follow-up questions to the various presenters.
The meeting adjourned at 10:59 A.M.
