MINUTES
Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 6:34 P.M. on Wednesday, February 19, 2020, in Room 200 of the Capitol Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of February 17, 2020 be adopted. THE MOTION PREVAILED.
HF3100 (Howard) Emergency insulin program established, Minnesota insulin patient assistance program established, pharmacy and insulin manufacturer participation required, and money appropriated.
Representative Liebling moved that HF3100, the Third Engrossment, be recommended to be placed on the General Register.
Representative Nelson moved the H3100A13-1 author’s amendment to amend HF3100. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Howard presented HF3100 as amended and answered member questions.
Representative Liebling renewed the motion that HF3100, the Third Engrossment, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.
HF3068 (Dehn) Voter data access related to presidential primary regulated, and voter request that data be excluded from lists allowed.
Representative Olson moved that HF3068, the First Engrossment, be recommended to be placed on the General Register.
Representative Dehn presented HF3068 and answered member questions.
Representative Olson renewed the motion that HF3068 be recommended to be placed on the General Register. THE MOTION PREVAILED.
HF8 (Pinto) Firearm transfer criminal background checks required.
Representative Olson moved adoption of the Judiciary Finance and Civil Law Division Report for HF8. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Olson moved that HF8, as amended, be recommended to be placed on the General Register.
Representative Olson moved the H0008A21 author’s amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Carlson moved to amend HF8, the Second Division Engrossment, as follows:
Page 8, line 27, delete “2019” and insert “2020”
Page 12, line 5, delete “2019” and insert “2020”
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Pinto presented HF8 as amended and answered member questions.

HF9 (Richardson) Firearms; law enforcement and family members enabled to petition a court to prohibit people from possessing firearms if they pose a significant danger to themselves or others by possessing a firearm.
Representative Olson moved adoption of the Judiciary Finance and Civil Law Division Report for HF9. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Olson moved that HF9, as amended, be recommended to be placed on the General Register.
Representative Olson moved the H0009A24 author’s amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Carlson moved the A20-0628 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
