MINUTES
Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 9:48 A.M. on Monday, March 9, 2020, in Room 200 of the State Office Building. A quorum was present.

Representative Olson moved that the minutes of March 2, 2020 be adopted. THE MOTION PREVAILED.
Chair Carlson noted that the committee was referring the first six bills without recommendation and each would need to come back to the committee before being sent to the General Register.
HF1 (Kotyza-Witthuhn) Early childhood; additional funding and opportunities for children ages birth to three created; programs and funding for prenatal care services, home visiting, early childhood education, and child care assistance governed; and money appropriated.
Representative Olson moved adoption of the Health and Human Services Finance Division Report for HF1. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Olson moved that HF1, as amended, be referred without recommendation to the Jobs and Economic Development Finance Division. THE MOTION PREVAILED.
HF1246 (Morrison) Prescription Drug Price Transparency Act established, and report required.
Representative Olson moved adoption of the Health and Human Services Finance Division Report for HF1246. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

HF4 (Lesch) Prescription Drug Pricing Restrictions
Representative Olson moved adoption of the Health and Human Services Finance Division Report for HF4. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Olson moved that HF4, as amended, be referred without recommendation to the State Government Finance Division. THE MOTION PREVAILED.
HF1405 (Stephenson) Clean Energy First Act established, and electric utilities required to meet resource needs using clean energy resources.
Representative Olson moved adoption of the Energy and Climate Finance and Policy Division Report for HF1405. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Olson moved that HF1405, as amended, be referred without recommendation to the Jobs and Economic Development Finance Division. THE MOTION PREVAILS.
HF2806 (Long) Clemency Review Commission established, Board of Pardons procedures modified, and clarifying changes made.
Representative Long moved adoption of the Public Safety and Criminal Justice Reform Finance and Policy Division Report for HF2806. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Long moved that HF2806, as amended, be referred without recommendation to the Judiciary Finance and Civil Law Division. THE MOTION PREVAILED.
HF1257 (Cantrell) Prescription drug benefit transparency and disclosure required.
Representative Liebling moved adoption of the Health and Human Services Finance Division Report for HF1257. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

HF2001 (Cantrell) Workforce certificates of compliance ensured to apply equally to in-state and out-of-state contractors.
Representative Olson moved adoption of the Judiciary Finance and Civil Law Division Report for HF2001. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Representative Olson moved that HF2001, as amended, be recommended to be placed on the General Register.
Representative Cantrell presented HF2001 and answered member questions.
Eric Armacanqui, Director of Government Relations, Minnesota Department of Human Rights, answered questions on HF2001.
Representative Olson renewed the motion that HF2001, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.
HF3375 (Ecklund) Workforce training pilot project funding provided, and money appropriated.
Representative Ecklund moved that HF3375 be recommended to be placed on the General Register.
Representative Ecklund presented HF3375 and answered member questions.
Representative Ecklund renewed the motion that HF3375 be recommended to be placed on the General Register. THE MOTION PREVAILED.
Jim Nobles, Legislative Auditor, gave an overview of the Office of the Legislative Auditor Stadium Reserve Report Recommendations and answered member questions.
Myron Frans, Commissioner, Jen Hassemer, Assistant Commissioner for Debt Management, and Bryan Dahl, Financial Planning Director, Minnesota Management and Budget, gave a presentation on the Stadium Reserve Account and answered member questions.
Chair Carlson made some administrative announcements.
The meeting adjourned at 11:24 AM.
