MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the remote Ways and Means Committee meeting to order at 9:30 A.M. on Wednesday, May 13, 2020, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services, Facebook Live, and YouTube live streaming.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of May 12, 2020 be adopted. THE MOTION PREVAILED.


HF4554 (Hansen) Environment & Natural Resources Supplemental Finance & Policy Bill.

Representative Hansen moved that HF4554, the first engrossment, be recommended to be placed on the General Register.

Representative Hansen moved to adopt the H4554A10 amendment and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented HF4554 as amended and answered member questions.

Brad Hagemeier, Fiscal Analyst, gave an overview of the fiscal spreadsheet and answered member questions.

Representative Hansen renewed the motion that HF4554, the first engrossment, as amended, be recommended to be placed on the General Register. A roll call was taken, and the results were as follows:

Representative Liebling moved that HF2604 be recommended to be placed on the General Register.

Representative Liebling moved to adopt the H2604DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Liebling explained HF2604 as amended.

HF3156 (Mariani) Supplemental Public Safety Finance Bill.

Representative Mariani moved that HF3156, the first engrossment, be recommended to be placed on the General Register.

Representative Mariani moved to adopt the H3156A13 amendment.

Representative Mariani moved to adopt the H3156A14 amendment to the H3156A13 amendment and explained the amendment.

John Walz, Fiscal Analyst, answered questions on the A14 amendment.

Representative Mariani renewed the motion to adopt the H3156A14 amendment to the H3156A13 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Mariani moved to adopt the H3156A15 amendment to the H3156A13 amendment and explained the amendment.

Chair Carlson withdrew the H3156A15 amendment.

Chair Carlson moved to adopt the H3156A14 amendment a second time to allow all members a chance to vote. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Mariani moved to adopt the H3156A15 amendment to the H3156A13 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Mariani renewed the motion to adopt the H3156A13 amendment as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
