Representative Jim Davnie, Chair of the Education Finance Division, called the meeting to order at 9:45 am on February 14, 2019 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Presentation from the Minnesota Department of Education on the 21st Century Community Learning Centers. Questions and answers from members and testifiers.

HF 907 (Lee) This bill modifies the after-school community learning programs statute, including grant criteria, and appropriates funds for after-school community learning programs grants.

Rep. Huot moved that HF 907 be laid over for possible inclusion in a future K12 omnibus bill.

Rep. Lee presented HF 907; renewed motion for HF 907 be laid over for possible inclusion in a future K12 omnibus bill. Motion prevailed.

HF 1037 (Edelson) Modifying the calculations of school breakfast aids; increasing school breakfast aids to high-poverty school sites; appropriating money. This bill provides incentives for school districts to offer breakfast for all students in a flexible manner once the school day has started and denotes these meals as “Breakfast after the Bell”.

Chair Davnie moved that the Delete Everything Amendment, DE1, for HF 1037 be approved. Motion prevailed.

Rep. Edelson presented HF 1037 DE1, as amended; renewed motion for HF 1037 DE1 to be laid over for possible inclusion in a future K12 omnibus bill. Motion prevailed.
