Representative Jim Davnie, Chair of the Education Finance Division, called the meeting to order at 9:45am on March 3, 2020 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Youakim moved that the minutes from February 27, 2020 be approved. Motion prevailed.

HF 3556 (Moran) Appropriates an unspecified amount of onetime money in fiscal year 2021 to the commissioner of MDE for grants to fund trauma-informed support programs in schools. The commissioner of MDE would select grant recipients, with the requirement that preference be given to schools within districts with large discipline disparities as identified by the Minnesota Department of Human Rights. A school awarded a grant would receive $40 per pupil enrolled on October 1 of the previous fiscal year.

The Trauma-informed support programs, the specifics of which would be negotiated between the school board and teachers union, could include training on several trauma-related topics, extra professional development days, or outreach to students or families who have experienced trauma.

HF 3736 (Moran) The Network for the Development of Children of African Descent (NdCAD) is a family education center offering a variety of literacy and cultural enrichment programs and services for children, youth, and adults.

HF 3736 proposes a gran of an unspecified amount for the NdCAD to expand culturally based programming to support literacy-based education and family stabilization. The grant must be used to expand programs in the seven-county metropolitan area and to allow the model to be scaled or replicated in two geographic areas in greater Minnesota.

Chair Davnie moved that HF 3736 be presented before the committee; be laid over for further consideration.

HF 1344 (Huot) The Sanneh Foundation pogroms provide all-day, in-school, and after-school academic and behavioral interventions for low-performing and chronically absent students focusing on underserved students of color and students from low-income families. Program goals include decreasing school absenteeism, encouraging school engagement, improving student grades, and increasing graduation rates.

The 2016 Legislature appropriated $1.5 million for this program and the 2017 Legislature appropriated $1 million for expansion of the program.

HF 1344 appropriates $2 million in fiscal year 2021 to the Sanneh Foundation for additional programming and makes the funding part of the base budget for future years.

Rep. Huot moved that the A1 amendment to HF 1344 be adopted by the committee. Motion prevailed.
