MINUTES

Representative Liebling, Chair of the Division, called the meeting to order at 12:49 P.M. on March 12, 2019 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 154 (Huot) Regional emergency medical services program grant funding provided, and money appropriated.

Representative Huot presented HF 154.

Testifying in support:

A quorum was present at 12:56 P.M.

Chair Liebling laid over HF 154 for possible inclusion in the Health and Human Services Finance Division bill.

Representative Cantrell moved that the minutes of March 7, 2019 be approved. THE MOTION PREVAILED.

HF 155 (Huot) Comprehensive advanced life support educational program funding provided, and money appropriated.

Chair Liebling moved to lay over HF 155 for possible inclusion in the Health and Human Services Finance Division bill.

Representative Huot presented HF 155.

Testifying in support:

Chair Liebling laid over HF 155 for possible inclusion in the Division bill.

HF 85 (Brand) First Engrossment Emergency Medical Services Regulatory Board required to propose guidelines authorizing patient-assisted medication administration in emergencies.

Chair Liebling moved that HF 85 be heard and re-referred to Ways and Means.

Representative Brand presented HF 85.

Chair Liebling renewed her motion that HF 85, First Engrossment, be re-referred to Ways and Means. THE MOTION PREVAILED.

HF 825 (Kotyza-Witthuhn) Child care pilot program to create two women-run businesses in low-income urban areas funding provided, reports required, and money appropriated.

Chair Liebling moved that HF 825 be heard and re-referred to Ways and Means.

Chair Liebling laid HF 825 on the table.

HF 1169 (Persell) Leech Lake Band of Ojibwe welfare services funding provided, and money appropriated.

Chair Liebling moved that HF 1169 be heard and laid over for possible inclusion in the Health and Human Services Finance Division bill.

Representative Persell presented HF 1169.

Chair Liebling laid over HF 1169 for possible inclusion in the Division bill.

HF 1981 (Noor) Health commissioner local public health grant funding provided, and money appropriated.

Representative Noor requested that HF 1981 be heard and laid over for possible inclusion in the Health and Human Services Finance Division bill.

Representative Noor presented HF 1981.

Testifying in support:

Melissa Finnegan, Legislative Director, Minnesota Department of Health responded to member questions.

Chair Liebling laid over HF 1981 for possible inclusion in the Division bill.

HF 825 (Kotyza-Witthuhn) Child care pilot program to create two women-run businesses in low-income urban areas funding provided, reports required, and money appropriated.
Chair Liebling brought HF 825 back before the Division.

Chair Liebling moved adoption of the Division Report on HF 825. THE MOTION PREVAILED.

Chair Liebling renewed her motion that HF 825 be heard and re-referred to Ways and Means.

Chair Liebling moved the H0825A1 amendment. THE MOTION PREVAILED.

Representative Kotyza-Witthuhn presented HF 825.

Chair Liebling renewed her motion that HF 825, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF 908 (Kotyza-Witthuhn) Child care business training funding provided, reports required, and money appropriated.

Chair Liebling moved adoption of the Division Report on HF 908. THE MOTION PREVAILED.

Chair Liebling moved that HF 908 be heard and re-referred to the Committee on Ways and Means.

Representative Kotyza-Witthuhn presented HF 825.

Chair Liebling renewed her motion that HF 825 be re-referred to Ways and Means. THE MOTION PREVAILED.
