MINUTES

Representative Tina Liebling, Chair of the Division, called the virtual Health and Human Services Finance Division meeting to order at 11:00 A.M. on April 27, 2020 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Kunesh-Podein moved that the minutes of March 12, 2020, April 16, 2020 and April 23, 2020 be approved. THE MOTION PREVAILED.

Natasha Merz, Director of Disability Services Division, Minnesota Department of Human Services, gave a brief overview of the PCA program.

Doug Berg, House Fiscal Analyst, gave an overview of long-term care spending in the 2019 Health and Human Services omnibus bill.

HF168 First Division Engrossment (Schultz) Disability waiver rate system modified.

Representative Schultz moved that HF168 First Division Engrossment be recommended to pass and be re-referred to the Committee on Ways and Means.

Representative Schultz moved the H0168DE2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Schultz moved the H0168A6 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Schultz and Representative Lippert presented the bill.

Elyse Bailey, Fiscal Policy Director, Minnesota Department of Human Services, responded to member questions.

Representative Schultz renewed her motion that HF168, First Division Engrossment, be recommended to pass, as amended, and be re-referred to the Committee on Ways and Means.

Informational hearing on HFXXXX (Halverson) Minnesota Family Investment Program (MFIP) onetime supplemental payment funding provided, and money appropriated.

Representative Halverson gave an overview of her bill.
