Representative Lesch, Chair of the Judiciary Finance and Civil Law Division, called the meeting to order at 9:45 AM on Thursday, February 13, 2020 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Cantrell moved to adopt the minutes from May 13, 2019. THE MOTION PREVAILED.

Representative Scott moved to adopt the minutes from January 29, 2020. THE MOTION PREVAILED.

Representative Considine moved to adopt the amended minutes from March 4, 2019. THE MOTION PREVAILED.
Representative Her moved to adopt the amended minutes from March 5, 2019. THE MOTION PREVAILED.

Representative Liebling moved to adopt the amended minutes from March 6, 2019. THE MOTION PREVAILED.

HF 298 (Lien) A bill for an act relating to guardians; amending the background study requirements for parents of proposed wards; amending Minnesota Statutes 2018, section 524.5-118, subdivision 1.

Chair Lesch moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Lesch renewed the motion that HF 298, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

HF 557 (Mann) Physician-patient relationship protected by prohibiting noncompete agreements.

Chair Lesch moved that HF 557 be re-referred to the General Register. THE MOTION PREVAILED.

HF 2062 (Dehn) A bill for an act relating to human rights; classifying data collected under the workforce certificate of compliance.

Chair Lesch moved that HF 2062 be re-referred to the General Register. THE MOTION PREVAILED.

HF 724 (Cantrell) A bill for an act relating to family law; clarifying the parentage of a woman who provides donated ova; clarifying rights of spouse to parentage when assisted reproductive technology is used.

Chair Lesch moved that HF 724 be re-referred to the General Register. THE MOTION PREVAILED.

Chair Lesch announced that HF 2100 (Cantrell) Workforce certificates of compliance applying equally to in-state and out-of-state contractors ensured is moved to next week’s agenda.

Staff and committee members introduce themselves.

HF 3144 (Howard): Establishing an emergency insulin program.

Chair Lesch moved that HF3144 be recommended to be re-referred to the HHS Finance Committee.

Representative Howard presented HF 3144 to the committee.

Representative Scott moved the A1 amendment.

Representative Scott moved to adopt the A2 amendment to the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED

Representative Scott moved to adopt the A1 amendment as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Lesch renewed the motion that HF 3144, as amended, be recommended to be re-referred to the HHS Finance Committee. THE MOTION PREVAILED.
