MINUTES

Representative Mariani, Chair of the Public Safety and Criminal Justice Reform Finance and Policy Division, called the meeting to order at 11:34 A.M. on March 11th, 2019, in room G23 of the State Capitol Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

HF 1055 (Lesch) Peace officers who have sexual relations with persons in custody criminal penalties established.
Representative Lesch presented HF1055.
Testifiers in support of HF1055:
Lindsay Brice, Law and Policy Director for the MN Coalition Against Sexual Assault.

Chair Mariani laid over HF1055 for possible inclusion in an omnibus bill.

Representative Considine moved to approve the minutes for the March 7th, 2019 meeting. THE MOTION PREVAILED.

HF 334 (Mariani) Board of Peace Officer Standards and Training membership expanded

Chair Mariani presented HF334.

Testifiers in support of HF334:
Anika Bowie, Minneapolis NAACP President.
Justin Terrell, Council for Minnesotan’s on African Heritage.
Lars Negstad, ISAIAH.

Chair Edelson laid over HF334 for possible inclusion in an omnibus bill.

HF 627 (Pinto) Eyewitness identification best practices policies required.
Representative Pinto moved to amend HF627 with the A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Nancy Steblay.

Chair Mariani laid over HF627, as amended, for possible inclusion in an omnibus bill.

HF 1955 (Moller) Predatory offender registration provisions amended, Statewide Emergency. Communication Board provisions modified, and wheelchair securement device requirements modified.

Representative Moller moved to amend HF1955 with the A19-0139 Amendment. THE MOTION PREVAILED.

Representative Moller presented HF1955.

Dana Wahlberg, Director of Emergency Communications Networks Division.
Brian Reu, Director of Pupil Transportation Safety at the MN State Patrol.

Representative Moller moved to re-refer HF1955, as amended, to the Judiciary and Civil Law Division. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The meeting adjourned at 1:02 P.M.
