Representative Mariani, Chair of the Public Safety and Criminal Justice Reform Finance and Policy Division, called the meeting to order at 1:33 P.M. on February 11th, 2020, in room 120 of the State Capitol Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Informational presentation on the Sentencing Guidelines Commission Report to the Legislature.
Presenting the overview:
Nate Reitz, Executive Director of the Minnesota Sentencing Guidelines Commission.
Kelly Mitchell, Chair of the Minnesota Sentencing Guidelines Commission.
HF 3156 (Mariani) Minnesota Sentencing Guidelines Commission funding provided, and money appropriated.
Chair Mariani presented HF3156.
Testifiers in regards to HF3156:

Chair Mariani laid HF3156 over for possible inclusion in an omnibus bill.
HF689 (Long) Probation length for certain offenses modified, and court-granted early termination and discharge of probation clarified.
Representative Long presented HF689
Representative Long moved to amend HF689 with the DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Chair Mariani laid over HF689, as amended, for possible inclusion in an omnibus bill.
Vice-Chair Edelson assumed the gavel at 3:06 P.M.
HF3157 (Mariani) Sentencing Guidelines Commission; Sentencing Guidelines provided by adding a section to article XIII of the Minnesota Constitution, and constitutional amendment proposed.
