Representative Hornstein, Chair of the Transportation Finance & Policy Division, called the Nineteenth meeting to order at 12:45 P.M. on March 12th, 2019 in Room 10 of the State Office Building.

Chair Hornstein called the meeting to order at 12:45pm.
HF219 (Carlson, L.) Relating to transportation; amending application of certain liability limits for collocated freight rail and light rail transit.
Chair Hornstein moved that HF219 be laid over for possible inclusion in an omnibus bill.
Representative Carlson introduced his bill.
Mike Opat, Hennepin County Commissioner, testified in support of HF219.
Shep Harris, Mayor of Golden Valley, testified in support of HF219.
Chair Hornstein moved the H0219A2 Amendment.
Chair Hornstein withdrew the H0219A2 Amendment.
Chair Hornstein laid over HF219 for possible inclusion in an omnibus bill.
HF1290 (Kiel, D.) Relating to transportation; amending certain requirements governing railroad crossings to include on-track equipment.
Chair Hornstein moved that HF1290 be referred to the General Register.
Representative Kiel introduced her bill.
Dave Brown, Brotherhood of Locomotive Engineers and Trainmen, testified in support of HF1290.
Chair Hornstein renewed his motion that HF1290 be referred to the General Register.
HF1568 (Youakim) Relating to transportation; subjecting light rail transit operators to the reckless or careless driving law.
Representative Youakim moved that HF1568 be re-referred to the Public Safety and Criminal Justice Reform Committee.
Representative Youakim introduced her bill.
Peter and Seth Westlake, brothers of Nic Westlake, victim of a light rail accident, testified in support of HF1568.
Judd Schetnan, Government Affairs Director, Metropolitan Council, answered a Member question on HF1568.
Representative Runbeck moved the H1568A1 Amendment. Discussion took place.

Relating to mass transit; requiring a facilitated conversation between the Metropolitan Council and the Calhoun Isles Condominium Association; requiring the Metropolitan Council to conduct a vibration susceptibility study, requiring the Metropolitan Council to reimburse the Calhoun Isles Condominium Association.
Chair Hornstein moved that HF1674 be laid over for possible inclusion in an omnibus bill.
