MINUTES

Representative Hornstein, Chair of the Transportation Finance & Policy Division, called the Nineteenth meeting to order at 12:45 P.M. on March 12th, 2019 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Hornstein called the meeting to order at 12:45pm.


HF219 (Carlson, L.) Relating to transportation; amending application of certain liability limits for collocated freight rail and light rail transit.

Chair Hornstein moved that HF219 be laid over for possible inclusion in an omnibus bill.

Representative Carlson introduced his bill.

Mike Opat, Hennepin County Commissioner, testified in support of HF219.

Shep Harris, Mayor of Golden Valley, testified in support of HF219.

Chair Hornstein moved the H0219A2 Amendment.
Chair Hornstein withdrew the H0219A2 Amendment.

Chair Hornstein laid over HF219 for possible inclusion in an omnibus bill.


HF1290 (Kiel, D.) Relating to transportation; amending certain requirements governing railroad crossings to include on-track equipment.

Chair Hornstein moved that HF1290 be referred to the General Register.

Representative Kiel introduced her bill.

Dave Brown, Brotherhood of Locomotive Engineers and Trainmen, testified in support of HF1290.

Chair Hornstein renewed his motion that HF1290 be referred to the General Register.


HF1568 (Youakim) Relating to transportation; subjecting light rail transit operators to the reckless or careless driving law.

Representative Youakim moved that HF1568 be re-referred to the Public Safety and Criminal Justice Reform Committee.

Representative Youakim introduced her bill.

Peter and Seth Westlake, brothers of Nic Westlake, victim of a light rail accident, testified in support of HF1568.

Judd Schetnan, Government Affairs Director, Metropolitan Council, answered a Member question on HF1568.

Representative Runbeck moved the H1568A1 Amendment. Discussion took place.

Representative Runbeck requested a roll call vote on H1568A1. The results are as follows.

Representative Youakim renewed the motion to re-refer HF1568 to the Public Safety and Criminal Justice Reform Committee.

Relating to mass transit; requiring a facilitated conversation between the Metropolitan Council and the Calhoun Isles Condominium Association; requiring the Metropolitan Council to conduct a vibration susceptibility study, requiring the Metropolitan Council to reimburse the Calhoun Isles Condominium Association.

Chair Hornstein moved that HF1674 be laid over for possible inclusion in an omnibus bill.

Chair Hornstein moved the H1674A1 Amendment. THE AMENDMENT WAS ADOPTED.

Van Owens-Hayes, President, Calhoun-Isles Condominium Association, testified in support of HF1674.

Chair Hornstein laid HF1674 as amended on the table for consideration later in the hearing.


HF492 (Dettmer, B) Relating to public safety; establishing a misdemeanor for traffic violations that cause great bodily harm or death to another.

Vice Chair Tabke moved to re-refer HF492 to the Committee on Ways and Means.

Representative Dettmer moved the H0492A1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Dettmer moved the H0492A2 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Dettmer introduced his bill.

Vice Chair Tabke renewed his motion to re-refer HF492 as amended to the Committee on Ways and Means.

HF2020 (Bernardy) Relating to transportation; governing work zone safety; providing for driver’s education; establishing a work zone safety pilot program; establishing a penalty; appropriating money.

Representative Bernardy moved her bill.

Representative Bernardy moved the H2020A1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Bernardy moved the H2020 Oral Amendment that reads:
“Page 6, Line 28, delete Transportation and insert Public Safety
Page 6 Line 31, delete Public Safety and insert Transportation” THE AMENDMENT WAS ADOPTED.

HF1188 (Tabke, B.) Relating to transportation; requiring drivers to slow down when passing stopped service vehicles; authorizing recycling trucks to be equipped with and to use amber lights while collecting recycling.

Representative Tabke moved the H1188DE1. THE AMENDMENT WAS ADOPTED.

HF365 (Davnie,J.) relating to driver’s licenses; repealing certain driver licensing requirements related to diabetes mellitus.

Representative Davnie introduced his bill.

Chair Hornstein moved to re-refer HF365 to the Government Operations Committee. THE MOTION PREVAILED.


HF1146 (Dehn, R.) Relating to transportation; providing for mileage-based user fee pilot program; requiring a report; appropriating money.

Representative Dehn introduced his bill.

Kristi Schroedl, Chief Financial Officer, MN Department of Transportation, testified on HF1146.
