MINUTES
Representative Julie Sandstede, Vice-Chair of the Education Finance Committee, called the virtual meeting to order at 10:30am on March 16, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

Rep. Feist moved that the minutes from March 11, 2021 be approved. Motion prevailed.
HF 1376 (Frazier) This bill is the Professional Educator Licensing and Standards Board’s (“PELSB” or “the board”) bill. It defines terms, modifies the board composition, modifies how teacher preparation program providers are approved.
Rep. Thompson moved that HF 1376 be presented before the committee; be laid over for further consideration and possible inclusion in a future omnibus bill.
Vice-Chair Sandstede moved that the A21-0089 amendment to HF 1376 be presented to and adopted by the committee. A voice vote was taken. Motion prevailed and the amendment was adopted.
Rep. Frazier presented HF 1376, as amended.
Rep. Thompson renewed the motion that HF 1376, as amended, be laid over for further consideration and possible inclusion in a future omnibus bill.

Vice-Chair Sandstede resumed the meeting of the Education Finance Committee at 5:01pm.
HF 1064 (Davnie) This bill is the Governor’s bill appropriating fiscal year 2021 money for additional educational programming for the 2020-2021 school year, 2021 summer education programs, and Adult Basic Education (ABE) and mental health grants through the end of fiscal year 2022. The bill proposes approximately $83 million in fiscal year 2021 funding, with the majority going to grants. Each grant is a onetime appropriation and is available until June 30, 2022.
Chair Davnie moved that HF 1064 be presented before the committee; be referred to Ways & Means.
DE4 Amendment (Davnie) This is a delete-all amendment primarily appropriating fiscal year 2021 money for additional educational programming for the 2020-2021 school year, 2021 summer education programs, Adult Basic Education (ABE), and school-linked mental health grants through the end of fiscal year 2022. The bill proposes approximately $104 million of state funding for fiscal year 2021, with the majority going to grants. Each grant is a onetime appropriation and is available until June 30, 2022.
Rep. Davnie informationally introduced the DE4 amendment to HF 1064 before the committee with the intention for a motion to be made later in the hearing.

Rep. Kresha moved that the DE5 amendment to HF 1064 be presented to and adopted by the committee.
