MINUTES

Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the virtual meeting to order at 1:00 P.M. March 17, 2022, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll

Representative Fischer moved that the minutes of March 15, 2022, be adopted. THE MOTION PREVAILED.

Vice-Chair Wazlawik assumed the gavel at 1:04 P.M.

Representative Hansen moved that HF 3773 (Hansen) be laid over for possible inclusion in an omnibus bill.

Representative Hansen presented HF 3773; Minnesota Swan Protection Act established, breeding-swan waters designation allowed, criminal penalties provided, rulemaking authorized, and money appropriated.

Testifying on HF 3773:

Representative Hansen renewed his motion that HF 3773 be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Chair Hansen assumed the gavel at 1:45 P.M.

Representative Wazlawik moved that HF 4107 (Wazlawik) be laid over for possible inclusion in an omnibus bill.

Representative Wazlawik moved that the A2 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Wazlawik presented HF 4107, as amended; Scenic and natural area maintenance funding provided, and money appropriated.

Testifying on HF 4107, as amended:

Representative Wazlawik renewed her motion that HF 4107, as amended, be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Representative Lippert moved that HF 4274 (Lippert) be laid over for possible inclusion in an omnibus bill.

Representative Lippert moved that the A2 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lippert presented HF 4274, as amended, Drainage registry information portal established.

Representative Lippert moved that HF 3302 (Lippert) be recommended to be re-referred to the Higher Education Finance and Policy Committee.

Representative Lippert moved that the DE2 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lippert presented HF 3302, as amended, Soil health practice adoption funding provided, and money appropriated.
