CLIMATE AND ENERGY FINANCE AND POLICY MINUTES

Representative Jamie Long, Chair of the Committee on Climate and Energy Finance and Policy, called the virtual meeting to order at 10:30 AM on March 11th, 2021 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Vice Chair Acomb moved that the minutes of February 23rd, 2021, be adopted. THE MOTION PREVAILED.

Representative Lippert presented Revisor Code 21-03460, A bill for an act relating to transportation fuels; establishing a standard to reduce the carbon intensity of transportation fuels; setting fees; creating an account; requiring a report; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 239.

Representative Hollins presented HF 1647, A bill for an act relating to energy; requiring the Department of Commerce to assist any tribal advocacy council on energy established by the 11 federally recognized Indian tribes in Minnesota.

Representative Hollins moved that HF 1647 be laid over for possible inclusion in an omnibus bill.

Representative Hollins moved the HF1647A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hollins renewed her motion that HF 1647, as amended, be laid over for possible inclusion in an omnibus bill.

Representative Long presented HF 1987, A bill for an act relating to energy; modifying emissions goals for existing buildings; amending Minnesota Statutes 2020, section 216C.05, subdivision 2.

Representative Long moved that HF 1987 be laid over for possible inclusion in an omnibus bill.

Representative Hollins presented House Research BE076, A bill for an act relating to energy; requiring public utilities to deploy energy storage systems; amending Minnesota Statutes 2020, section 216B.2422, by adding a subdivision; proposing coding for new law in Minnesota Statutes, chapter 216B.
