MINUTES

Representative Tina Liebling, Chair of the Division, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on January 26, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Backer moved that the minutes of January 25, 2021 be approved. THE MOTION PREVAILED.

Grace Arnold, Acting Commissioner, Minnesota Department of Commerce, presented an overview of Minnesota individual and small group insurance markets.

HF11 (Schultz) MinnesotaCare eligibility expanded and public option established, enrollee premiums modified, affordability definition modified for families, and alternative delivery and payment system implementation plan and recommendations required.

Representative Schultz moved that HF11 be recommended to pass and be re-referred to the Commerce Finance and Policy Committee.

Representative Schultz then moved the H0011DE1 Amendment. THE MOTION PREVAILED.

Representative Schultz presented her bill.

Minority Lead Schomacker moved the H0011A4 Amendment. He explained the amendment and then withdrew it.

Minority Lead Schomacker moved the H0011A6 Amendment. He explained the amendment and then withdrew it.

Representative Gruenhagen moved the H0011A7 Amendment. He explained the amendment and requested a roll call vote. The results were as follows:
