HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Division, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on February 10, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Freiberg moved that the minutes of February 9, 2021 be approved. THE MOTION PREVAILED.

Dr. Rachel Hardeman, Associate Professor and Blue Cross Endowed Professor of Health and Racial Equity, Division of Health Policy and Management, School of Public Health, University of Minnesota, gave a presentation on Black Maternal Health: Getting at the Root Cause of Inequity.

HF660 (Richardson) Dignity in Pregnancy and Childbirth Act established, anti-racism training and implicit bias continuing education required, commissioner of health maternal death studies expanded to include maternal morbidity, and money appropriated.

Chair Liebling moved that HF660 be heard and re-referred to the Committee on Judicial Finance and Civil Law.

Chair Liebling then moved the H0660A1 amend THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Richardson explained HF660 and the H0660A1 amendment.

Chair Liebling renewed her motion that HF660 be recommended to pass as amended and re-referred to the Committee on Judiciary Finance and Civil Law.
