Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on February 22, 2022 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

Representative Quam moved that the minutes of February 21, 2022 be approved. THE MOTION PREVAILED.
Briefing on Minnesota’s Hospital Moratorium Law
Stefan Gildemeister, Director, Health Economics Program, Minnesota Department of Health (MDH)
HF2812 (Ecklund) Hospital construction or critical access hospital modification moratorium exceptions authorized.
Chair Liebling moved that HF2812 be laid over for possible inclusion in the Health Finance and Policy Committee Bill.
Representative Ecklund presented his bill.

Vice Chair Huot moved that HF3281 be laid over for possible inclusion in the Health Finance and Policy Committee bill.
Vice Chair Huot presented his bill.
