MINUTES

Representative Jennifer Schultz, Chair of the Committee, called the meeting to order at 10:30 am on March 5th, 2021 remotely via Zoom and broadcast via House Public Information Services.


The Committee Legislative Assistant noted the roll.

Rep. Sandell moved that the minutes from March 4th, 2021 be adopted. THE MOTION PREVAILED.

HF663 (Lippert) Personal care assistance agency enrollment requirements established, personal care assistant and qualified professional additional duties established, personal care assistance service payment rate methodology established, commissioner of human services required to study methodology, providers required to submit workforce data, and reports required

Chair Schultz moved the A1 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Schultz moved the A2 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Schultz moved that HF663, as amended, be laid over for possible inclusion in a budget omnibus.

HF1159 (Acomb) Temporary personal care assistance compensation extended for services provided by a parent or spouse.

Chair Schultz moved that HF1159 be laid over for possible inclusion in a budget omnibus.

HF446 (Acomb) Home health services and home care nursing services payment rates modified.

Testifier:
• Kathy Messerli, Executive Director, MN Home Care Association
• Cameo Zehnder, CEO, Pediatric Home Service

Chair Schultz moved that HF446 be laid over for possible inclusion in a budget omnibus.

HF900 (Keeler) Shelter resident rights and shelter provider practice task force created, report required, and money appropriated.

Chair Schultz moved to adopt the division report from the Preventing Homelessness Policy Division. THE REPORT WAS ADOPTED.

Chair Schultz moved that HF900 be rereferred to the Housing Finance and Policy Committee.

Chair Schultz renewed her motion to rerefer HF900 as recommended to the Housing Finance and Policy Committee.
