FINANCE & POLICY MINUTES

Representative Connie Bernardy, Chair of the Committee on Higher Education Finance and Policy, called the virtual meeting to order at 3:00 PM on March 1, 2022, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Noor moved that the minutes of February 23, 2022, be adopted. THE MOTION PREVAILED.

HF 3048 (Sandstede); University of Minnesota; supplemental financing provided for the Natural Resources Research Institute, and money appropriated.

Representative Sandstede moved that HF 3048 be laid over for possible inclusion in an omnibus bill.

Testifying on HF 3048:

-Rolf Weberg, Executive Director, Natural Resources Research Institute

Representative Sandstede renewed the motion that HF 3048 be laid over for possible inclusion in a committee omnibus bill.

HF 2752 (Klevorn); University of Minnesota increased access and cost reduction funding provided, and money appropriated.

Representative Bernardy moved that HF 2752 be laid over for possible inclusion in an omnibus bill.

Representative Bernardy renewed the motion that HF 2752 be laid over for possible inclusion in a committee omnibus bill.

HF 1101 (Bahner); Minnesota Higher Education Facilities Authority restructured and renamed as the Minnesota Health and Education Facilities Authority, health care facility construction and financing by authority authorized, and bond capacity increased.

Representative Bernardy moved that HF 1101 be recommended to pass and re-referred to the Committee on Health Finance and Policy.

Representative Bernardy moved the H1101A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on HF 1101 as amended:
-Barry Fick, Minnesota Higher Education Facilities Authority

Representative Bernardy renewed the motion that HF 1101 as amended be recommended to pass and re-referred to the Committee on Health Finance and Policy.

The clerk took the roll on HF 1101 as amended.
