JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the virtual meeting to order at 8:30 AM on March 3, 2022 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Scott moved that the minutes of March 1, 2022 be adopted. THE MOTION PREVAILED.

Representative Hollins moved that HF 2665 be recommended to be placed on the General Register.

Representative Hollins moved the H2665DE2 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hollins presented HF 2665 as amended, a bill for an act relating to courts; permitting certain emancipated minors to seek harassment restraining orders on their own behalf; amending Minnesota Statutes 2020, section 609.748, subdivision 2.

Testifying on HF 2665:

Representative Hollins renewed the motion that HF 2665, as amended, be recommended to be placed on the General Register.

Representative Hollins presented HF 3270, a bill for an act relating to human rights; removing certain sections in the human rights act that allow for discrimination based on sexual orientation; amending Minnesota Statutes 2020, section 363A.21, subdivision 1; repealing Minnesota Statutes 2020, sections 363A.20, subdivision 3; 363A.27.

Representative Robbins presented HF 3041, a bill for an act relating to judiciary; prohibiting fees for viewing and downloading district court documents made available online; amending Minnesota Statutes 2020, section 357.021, subdivision 2.

Representative Robbins renewed the motion that HF 3041 be laid over for possible inclusion in a future omnibus bill.

Chair Becker-Finn presented HF 3556, a bill for an act relating to judiciary; limiting fees for uncertified copies of documents to the cost of producing the copy; prohibiting fees for viewing and downloading district court documents made available online; amending Minnesota Statutes 2020, section 357.021, subdivision 2.
