PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 1:00 PM on March 1st, 2022, pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

Representative Frazier moved that the minutes of February 25th, 2022, be approved. THE MOTION PREVAILED.

Representative Klevorn introduced HF 2701, A bill for an act
relating to public safety; establishing supplemental funding for youth intervention
program grant recipients; appropriating money.

Chair Mariani brought HF 2701 up for possible inclusion in this committee’s omnibus bill.

Representative Feist introduced HF 2749, A bill for an act
relating to public safety; judiciary; establishing a right for juveniles to consult with
an attorney before an interrogation; requiring notification to parents; requiring
record keeping; excluding certain statements made by juveniles from being admitted
as evidence in delinquency or criminal proceedings; proposing coding for new
law in Minnesota Statutes, chapters 260B; 634.

Chair Mariani brought HF up 2749 for possible inclusion in this committee’s omnibus bill.

Chair Mariani introduced HF 2433, A bill for an act
relating to public safety; providing that public safety entities must prioritize public
safety and human rights; amending Minnesota Statutes 2020, sections 241.01,
subdivision 3a; 244.09, subdivision 5; 299A.01, subdivision 2; 626.843, subdivision

Chair Mariani moved to refer HF 2433 to General Register.

Chair Mariani renewed his motion to refer HF 2433 to the General Register.
