MINUTES
Representative Rena Moran, Chair of the Committee, called the hybrid Ways and Means Committee meeting to order at 9:00 A.M. on Wednesday, April 20, 2022, pursuant to House rule 10.01. The meeting was conducted in Capitol Room 120 and over Zoom, and broadcast via House Public Information Services.

HF 4017 (M. Nelson) Retirement; various retirement provisions modified related to disability assessments, military service credit purchases, correctional plan, vesting service, reinstating segmented annuities, Duluth Transit Authority, volunteer firefighters, earnings limitation, state auditor's volunteer fire relief association working group, annual investment reports, State Board of Investment, and police officer disability benefits; and administrative, technical, and clarifying changes made.
Representative Nelson moved that HF 4017 be recommended to be placed on the General Register.
Representative Nelson moved to adopt the H4017A1 amendment and explained the amendment.
Representative Nelson renewed the motion to adopt the H4017A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 4306 (Murphy) Minnesota State Retirement System plans, Public Employees Retirement Association plans, Teachers Retirement Association, Minnesota state higher education individual retirement account plan, and St. Paul Teachers Retirement Fund Association provisions changed; postretirement adjustment rates increased; employee contribution rates temporarily reduced; investment rate of return actuarial assumption reduced; direct state aid increased and extended to the public employees police and fire retirement plan, the St. Paul Teachers Retirement Fund Association, and the judges retirement plan; and money appropriated.

HF 4293 (Nelson) State government; various provisions modified relating to government agencies; contracts; executive council collateral; Juneteenth; defining terms; emergency management; data practices; Legislative Salary Council; revolving fund; state budget and finance sections; Office of Collaborations and Dispute Resolution; Office of Enterprise Translations; language access service account; grant administration, solicitation, affirmative action, technology accessibility standards, hiring processes, salary differential benefits, supported work practices, deposit and investment of local public funds, Minnesota State Colleges and Universities, burial grounds, manufactured homes, managed natural landscapes, military salary differential, Mississippi river Parkway Commission, campaign finance and elections, barbering, and cosmetology; separation and retention incentive programs; Office of Small Agency study; State Emblems Redesign Commission, Legislative Task Force on Aging, and Advisory Committee on Service Worker Standards; reports required; fees set; and money appropriated.
Representative Nelson moved that HF 4293 be recommended to be placed on the General Register.

Representative Hornstein moved that the language contained in HF 1683, as amended, be incorporated into the State Government, Veterans & Military Affairs, Pensions and Transportation Omnibus as separate articles. THE MOTION PREVAILED.
