Representative Samantha Vang, Chair of the Committee on Agricultural Finance and Policy Committee, called the meeting to order at 1:01 PM on February 2, 2023, in Room 120 of the State Capitol Building.

Representative Nelson moved to adopt the minutes from January 26, 2023. THE MOTION PREVAILED.
HF 47 (Hansen); Pollinator research funding provided, money transferred, and money appropriated.
Representative Hansen moved that HF 47 be re-referred to the Ways and Means Committee.
Representative Hansen moved that the A1 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Anderson introduced the A2 amendment.
Chair Vang held on the A2 amendment to provide enough time for the HF 100 bill hearing.
HF 100 (Stephenson); Cannabis; various provisions added or changed relating to Office of Cannabis Management; advisory councils; sales and use reports; legal and limited possession and use; business licensing, inspection, and regulation; flower and product testing; labeling; advertisement; private resident cultivation; medical program; sales taxes; grants and loans; prohibition on operating a motor vehicle while under the influence; criminal penalties; expungement procedures and reports; landlord and tenants; labor standards; temporary regulation of edible products; professional license protection; scheduling; data; miscellaneous and clarifying and technical changes; and money appropriated.
Representative Stephenson presented HF 100.
Chair Vang moved that HF 100 be recommended to pass and re-referred to the Workforce Development Committee.
Representative Burkel moved that the A33 amendment be adopted.
Representative Burkel requested a roll call vote.

HF 80 (Anderson); County agricultural inspector grant funding provided, and money appropriated.
Representative Anderson moved that the A1 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
