CHILDREN AND FAMILIES FINANCE AND POLICY COMMITTEE MINUTES

Representative Dave Pinto, Chair of the Children and Families Finance and Policy Committee, called the meeting to order at 8:32 A.M. on March 2, 2023, in Room 200N of the State Office Building.

Representative Kotyza-Witthuhn moved that the minutes from February 28, 2023 be approved. THE MOTION PREVAILED.

HF 2095 (Richardson) Terminology for pregnant persons modified, standards for chemical dependency in pregnancy and prenatal substance use modified, prenatal substance use specified to not itself constitute neglect or maltreatment, prenatal substance use reporting requirements modified, and informed consent requirements established for parent and newborn infant toxicology tests and drug or alcohol screenings.

Representative Kotyza-Witthuhn moved that HF 2095 be re-referred to the Committee on Health Finance and Policy.

Representative Kotyza-Witthuhn moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Richardson presented HF 2095 as amended.

HF 2029 (Coulter) Child care conditional license requirements modified, commissioner directed to create standardized visit time lines and requirements, definition of education amended, background study liaison created, and money appropriated.
Representative Coulter moved to bring HF 2029 before the committee.
