CHILDREN AND FAMILIES FINANCE AND POLICY COMMITTEE MINUTES

Representative Dave Pinto, Chair of the Children and Families Finance and Policy Committee, called the meeting to order at 8:32 A.M. on March 7, 2023, in Room 200N of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Kotyza-Witthuhn moved that the minutes from March 2, 2023 be approved. THE MOTION PREVAILED.

HF 2121 (Hassan) CornerHouse grant funding provided, and money appropriated.

Representative Hanson moved to bring HF 2121 before the committee.

Representative Hanson presented HF 2121.

HF 1385 (Reyer) Community action grant funding provided, and money appropriated.

Representative Kotyza-Witthuhn moved to bring HF 1385 before the committee.

Representative Reyer presented HF 1385.

HF 2320 (Pinto) Children's cabinet modified; Department of Children, Youth, and Families established; responsibilities of Department of Education, Department of Human Services, and Department of Public Safety transferred to Department of Children, Youth, and Families; reports required; rulemaking authorized; and money appropriated.

Chair Pinto moved that HF 2320 be re-referred to the Committee on Education Finance.

Chair Pinto moved the A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Pinto presented HF 2320 as amended.

House Research provided a review of HF 2320 as amended.

Presentation from the Children’s Cabinet and the Departments of Education and Human Services titled “One Minnesota Budget: Proposal to establish and transition to a Department of Children, Youth, and Families.”
