ELECTIONS FINANCE AND POLICY MEETING MINUTES

Representative Mike Freiberg, Chair of the Committee on Elections Finance and Policy, called the meeting to order at 8:30am on April 17, 2024, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Frederick moved that the minutes from March 20, 2023 be adopted. THE MOTION PREVAILED.

HF 4411 (Freiberg); A bill for an act relating to elections; transferring money to the voting operations, technology, and election resources account.

Representative Freiberg moved to re-refer HF4411 to the Committee on Ways and Means.

Representative Freiberg moved the H4411DE3 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Testifying on HF 4411, as amended:

• Matt Hilgart, Director of Government Relations, Association of Minnesota Counties

Representative Torkelson moved the H4411A1 amendment.

Representative Torkelson requested a roll call on the H4411A1 amendment.

Representative Altendorf moved the H4411A4 amendment. THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.

Representative Quam moved to table HF4411. THE MOTION DID NOT PREVAIL.

Representative Freiberg renewed the motion to re-refer HF4411, as amended, to the Committee on Ways and Means. THE MOTION PREVAILED.

The meeting was adjourned at 9:16 AM.
