MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 8:31 A.M. on March 20, 2024 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF4412 (Greenman) Veterans home provisions modified.

Chair Liebling moved that HF4412 be recommended to be placed on the General Register.

Representative Greenman presented her bill.

HF4247 (Liebling) Scope and Licensure Policy Bill.

Chair Liebling moved that HF4257 be re-referred to the Committee on Ways and Means.

Chair Liebling moved the H4247DE3 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling presented her bill as amended.

HF4391 (Hemmingsen-Jaeger) Department of Human Services disability services and substance use disorder services policy bill.

Representative Hemmingsen-Jaeger moved that HF4391 be laid over for possible inclusion in a committee omnibus bill.

Representative Hemmingsen-Jaeger presented her bill.

Kristy Graume, Legislative Director, Minnesota Department of Human Services (DHS) responded to member questions.

Chair Liebling laid over HF4391 for possible inclusion in a committee omnibus bill.

HF4393 (Fischer) FIRST ENGROSSMENT Department of Human Services Office of Inspector General policy bill; and provisions relating to human services licensing, background studies, provider notifications, substance use disorder medications, and electronic signatures modified.

Representative Fischer moved that HF4393, First Engrossment, be laid over for possible inclusion in a committee omnibus bill.

Representative Fischer moved the H4393A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Fischer presented his bill as amended.

Walkthrough and public testimony on Scope of Practice & Licensing policy omnibus.

HF4247 (Liebling) is the base vehicle for the omnibus. A DE "Delete Everything" amendment to HF4247 will be circulated and posted to the committee page on Monday, March 18. To receive consideration, amendments to the DE must be received by the Committee Administrator by 5:00PM Tuesday, March 19. Markup and passage of the omnibus will take place on Thursday, March 21.

HF4391 (Hemmingsen-Jaeger): Department of Human Services disability services and substance use disorder services policy bill.

HF4393 (Fischer): Department of Human Services Office of Inspector General policy bill; and provisions relating to human services licensing, background studies, provider notifications, substance use disorder medications, and electronic signatures modified.
