MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:31 A.M. on March 21, 2024 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF4247 (Liebling) Health Scope and Licensure Policy Bill.

Chair Liebling moved that HF4247, as amended by the H4247DE1 on March 20, 2024, be re-referred to the Committee on Ways and Means.

Chair Liebling moved the H4247A4 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling moved the H4247A5 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling moved the H4247A6 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Lead Schomacker moved the H4247A2 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Nadeau moved the H4247A1 Amendment. Representative Nadeau explained the amendment and after member discussion, withdrew it.

Chair Liebling renewed her motion that HF4247, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF4600 (Huot) Ambulance staffing requirements and emergency medical responder registration modified, authority to reinstate ambulance service personnel certifications extended, requirements for approval and reapproval of education programs modified, and appropriation modified.

Chair Liebling moved that HF4600 be laid over for possible inclusion in a committee omnibus bill.

Chair Liebling moved the H4600A1-1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Huot presented his bill as amended.

HF4849 (Backer) Basic life support ambulance staffing variances provided under emergency circumstances.

Representative Backer moved that HF4849 be laid over for possible inclusion in a committee omnibus bill.

Representative Backer presented his bill.

Elisabeth Klarqvist, House Research Analyst, responded to member questions.

Chair Liebling laid over HF4849 for possible inclusion in a committee omnibus bill.

HF4853 (Bierman) FIRST ENGROSSMENT - INFORMATIONAL ONLY Health maintenance organization transactions oversight provided, and nonprofit conversion transactions regulations and prohibitions established.

Representative Bierman presented his bill.

HF4247 (Liebling): Markup and passage of the Health Scope & Licensure Policy Bill.

The committee will construct the omnibus, consider amendments, and vote to advance the bill. To receive consideration, amendments to the DE must be received by the Committee Administrator by 5:00PM Tuesday, March 19.

HF4600 (Huot): Ambulance staffing requirements and emergency medical responder registration modified, authority to reinstate ambulance service personnel certifications extended, requirements for approval and reapproval of education programs modified, and appropriation modified.

HF4849 (Backer): Basic life support ambulance staffing variances provided under emergency circumstances.

HF4853 (Bierman): Health maintenance organization transactions oversight provided, and nonprofit conversion transactions regulations and prohibitions established.

NOTE: The Health Committee will not have possession of HF4853 until Thursday afternoon’s floor session. The committee plans to hear the bill language informationally and take public testimony. No formal action will be taken on the bill at this hearing and it will be rescheduled for a subsequent hearing.
