MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:30 A.M. on March 9, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF2422 (Her) Tobacco use prevention account established, and money appropriated.

Representative Her moved that HF2422 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Brad Hagemeier, House Fiscal Analyst, responded to member questions.

Chair Liebling laid over HF2422 for possible inclusion in the Committee bill.

HF2041 (Gomez) service providers authorized to possess, distribute, and dispose of syringes; and possession of hypodermic syringes authorized.

Chair Liebling moved that HF2041 be re-referred to the Committee on Public Safety Finance and Policy.

Chair Liebling moved the H2041A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Gomez presented her bill as amended.

Chair Liebling renewed her motion that HF2041, as amended, be re-referred to the Committee on Public Safety Finance and Policy. THE MOTION PREVAILED.

HF1487 (Reyer) Revenue recapture provisions modified, claims from hospitals and ambulance services disallowed.

Representative Reyer moved that HF1487 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Reyer presented her bill.

HF2599 (Reyer) Requirements for hospitals to screen patients for eligibility for health coverage or assistance established, affidavit of expert review required before debt collection activities, and hospital charges limited for uninsured treatments and services for patients.

Representative Reyer moved that HF2599 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Reyer moved the H2599A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF2160 (Bahner) Commissioner of health fetal alcohol spectrum disorders prevention grant funding provided, and money appropriated.

Representative Bahner moved that HF2160 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved that HF2236 be laid over for possible inclusion in the Health Finance and Policy Committee bill.
