HUMAN SERVICES FINANCE COMMITTEE MEETING MINUTES

Representative Mohamud Noor, Chair of the Committee on Human Services Finance, called the meeting to order at 1:03 PM on February 9, 2023 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hicks moved that the minutes of February 7, 2023, be adopted. THE MOTION PREVAILED.

HF 564 (Bierman); A bill for an act relating to health; appropriating funds for children's school-linked mental health grants.

Chair Noor moved that HF 564 be re-referred to the Committee on Education Finance.

Chair Noor moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Noor renewed the motion that HF 564, as amended, be re-referred to the Committee on Education Finance. THE MOTION PREVAILED.

HF 586 (Frederick); Community behavioral health center and training clinic grant established, and money appropriated.

Chair Noor moved that HF 586 be laid over for possible inclusion in a future Human Services Finance omnibus bill.

Representative Neu Brindley moved an oral amendment to HF 586, as below:
• Page 1, line 18, delete “Upon request,”
THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Chair Noor renewed the motion that HF 586, as amended, be laid over. The bill was laid over.

HF 988 (Reyer); Minnesota Rare Disease Advisory Council funding provided, and money appropriated.

Representative Reyer moved that HF 988 be laid over for possible inclusion in a future Human Services Finance omnibus bill.

Testifying on HF 988:

• Dr. Sheldon Berkowitz – Minnesota Rare Disease Advisory Council

Representative Reyer renewed the motion the HF 988 be laid over. The bill was laid over.
