HUMAN SERVICES POLICY MINUTES

Representative Peter Fischer, Chair of the Committee on Human Services Policy, called the meeting to order at 1:00 PM on January 30, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Frederick moved that the minutes from January 25, 2023, be approved. THE MOTION PREVAILED.

HF 585 (Klevorn) Care evaluation established as a covered medical assistance home care service, medical assistance homemaker rates modified, and report required.

Chair Fischer moved that HF 585 be recommended to pass and re-referred to the Human Services Finance Committee.

Representative Klevorn presented HF 585.

Chair Fischer renewed the motion that HF 585 be recommended to pass and re-referred to the Human Services Finance Committee. THE MOTION PREVAILED.

Representative Edelson presented SC9961; modifying policies governing access to substance use disorder treatment services; modifying eligibility for home and community-based services workforce development grants; excluding workforce development grant money from income for certain purposes.

Representative Edelson presented SC0014-1; establishing a home and community-based services systemic critical incident review team; clarifying adult foster care and community residential setting licensing provisions; modifying substance use disorder treatment requirements; extending certain councils and committees; clarifying provider-controlled and own-home settings; making technical and conforming changes; clarifying effective dates; repealing obsolete language related to chemical health pilot program.
