JUDICIARY FINANCE AND CIVIL LAW COMMITTEE MEETING MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 A.M. on February 20, 2024, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Curran moved that the minutes of February 15, 2024, be adopted. THE MOTION PREVAILED.

HF 3872 (Becker-Finn) Court actions regarding possession of property, suspension of license for uninsured vehicle, and debts subject to revenue recapture amended; definition of court examiner modified; electronic service of order for protection or restraining order provided; various judicial provisions modified; and money appropriated.

Chair Becker-Finn moved HF 3872 before the Judiciary Finance and Civil Law Committee.

Representative Moller moved that HF 1989 be recommended to be re-referred to the Commerce Finance and Policy Committee.

Representative Moller moved the H1989DE4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moller presented HF 1989 as amended.

Representative Moller renewed the motion that HF 1989 as amended be recommended to be re-referred to the Commerce Finance and Policy Committee. THE MOTION PREVAILED.
HF 3461 (Finke) Forest industry data classified.

Representative Finke moved that HF 3461 be recommended to be re-referred to the Environment Finance and Policy Committee.

Representative Finke presented HF 3461.

HF 2400 (Frazier) Standard for petition amended for postconviction relief based on newly discovered evidence.

Representative Frazier moved that HF 2400 be recommended to be re-referred to the Public Safety Finance and Policy Committee.

Representative Frazier moved the H2400A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Frazier presented HF 2400 as amended.
