JUDICIARY FINANCE AND CIVIL LAW COMMITTEE MEETING MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 A.M. on February 22, 2024, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Finke moved that the minutes of February 20, 2024, be adopted. THE MOTION PREVAILED.

HF 3309 (Frazier) Uniform Public Expression Protection Act proposed for adoption by the National Conference of Commissioners on Uniform State Laws enacted.

Chair Becker-Finn moved that HF 3309 be recommended to be placed on the General Register.

Vice Chair Frazier moved the A24-0192 amendment.

Vice Chair Frazier moved an oral amendment to the A24-0192 amendment, as below:
on page 2, line 3, delete “(a)” and insert “(c)”
THE MOTION PREVAILED. THE AMENDMENT WAS INCORPORATED.

Representative Frazier moved the A24-0192 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Representative Moller moved that HF 3509 be recommended to be placed on the General Register.

Representative Moller presented HF 3509.

Representative Feist moved that HF 3483 be recommended to be re-referred to the Human Services Policy Committee.

Representative Feist moved the H3483A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Feist presented HF 3483 as amended.

Chair Becker-Finn moved HF 3607 before the Judiciary Finance and Civil Law Committee.

Representative Finke moved the H3607A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Finke presented HF 3607 as amended.
