JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 AM on January 17, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.¬¬

Representative Finke moved that the minutes of January 13, 2023, be adopted. THE MOTION PREVAILED.

HF 34 (Jordan) Local government license data classified.

Chair Becker-Finn moved that HF 34 be recommended to be placed on the General Register.

Chair Becker-Finn moved to reconsider the adoption of the DE1 amendment.

Chair Becker-Finn moved the H0034A1 amendment to the H0034DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Becker-Finn moved the H0034DE1 amendment as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Becker-Finn renewed the motion that HF 34 as amended be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF 56 (Feist) Recording and title provisions modified and updated, clarifying and technical changes made, and obsolete provisions repealed.

Representative Feist moved that HF 56 be recommended to be placed on the General Register.

HF 244 (Feist) Uniform Electronic Wills Act adopted; and technical, clarifying, and conforming changes made.

Representative Feist moved that HF 244 be recommended to be placed on the General Register.

Representative Feist presented HF 244.

HF 321 (Becker-Finn) Educational data that may be designated as publicly available directory information limited, and private educational data allowed to be shared with government entities having a legitimate education interest in data.

Chair Becker-Finn moved that HF 321 be recommended to be placed on the General Register.

Chair Becker-Finn presented HF 321.

Representative Scott moved the H0321A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Frazier renewed the motion that HF 321 as amended be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF 227 (Huot) Notary publics authorized to perform civil marriages.

Chair Becker-Finn moved that HF 227 be recommended to be re-referred to the State and Local Government Finance and Policy Committee.

Chair Becker-Finn moved the H0227A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Huot presented HF 227 as amended.

Chair Becker-Finn renewed the motion that HF 227 as amended be recommended to be re-referred to the State and Local Government Finance and Policy Committee. THE MOTION PREVAILED.
