JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 AM on January 26, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Moller moved that the minutes of January 24, 2023, be adopted. THE MOTION PREVAILED.

HF 19 (L. Olson) Earned sick and safe time provided, report required, rulemaking authorized, and money appropriated.

Chair Becker-Finn moved that HF 19 be recommended to be re-referred to the Committee on Ways and Means.

Chair Becker-Finn moved the H0019A11 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Olson presented HF 19 as amended.

Testifying on HF 19 as amended:

Chair Becker-Finn renewed the motion that HF 19 as amended be recommended to be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF 45 (Feist) Assessment process established to determine if current and former members of the military charged with offenses are eligible for deferred prosecution.

Representative Feist moved that HF 45 be recommended to be placed on the General Register.

Representative Feist presented HF 45.

Representative Wiens moved the H0045A1 amendment.

Representative Wiens withdrew the H0045A1 amendment.

Representative Feist renewed the motion that HF 45 be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF 28 (Frazier) Right to vote restored to individuals convicted of a felony upon completion of any term of incarceration imposed and executed by a court for the offense.

Vice Chair Frazier moved that HF 28 be recommended to be re-referred to the Committee on Ways and Means.

Vice Chair Frazier moved the H0028A5 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Frazier presented HF 28 as amended.
