JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Cedrick Frazier, Vice Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:31 AM on January 31, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 2 (Richardson) Paid family, pregnancy, bonding, and applicant's serious medical condition benefits provided; employment leaves regulated and required; data classified; rulemaking authorized; and money appropriated.

Vice Chair Frazier moved that HF 2 be recommended to be re-referred to the Children and Families Finance and Policy Committee.

Representative Richardson presented HF 2.

Representative Niska moved the H0002A9 amendment. THE MOTION DID NOT PREVAIL.

Representative Scott moved the H0002A10 amendment.

Representative Scott moved an oral amendment to the H0002A10 amendment, as below:
• Page 1, line 4, delete “chapter” and insert “section”
• Page 1, line 5, delete “chapter” and insert “section”
THE MOTION PREVAILED. THE AMENDMENT WAS INCORPORATED.

Representative Scott moved the H0002A10 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Vice Chair Frazier renewed the motion that HF 2 as amended be recommended to be re-referred to the Children and Families Finance and Policy Committee. THE MOTION PREVAILED.

Representative Johnson moved that the minutes of January 26, 2023, be adopted. THE MOTION PREVAILED.

HF 146 (Finke) Out-of-state laws interfering in use of gender-affirming health care; use of subpoenas to gather information prevented; child custody and child welfare provisions modified; and provisions amended related to warrants, arrests, and extraditions.

Representative Finke moved HF 146 before the Judiciary Finance and Civil Law Committee.

Representative Finke moved the H0146A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
